The CoverGirl Perfect Point Plus Ink Gel Eye Pencil is a budget-friendly gel eye pencil goes on creamy and lasts all day. I even tightlined with it and it did not transfer at all. Although, I would be careful tightlining with this, as it does have some shimmer in it that could possibly get in your eye. I have the shades Dazzling Burgundy and Shimmering Brown and love them both. It has a built-in sharpener and a smudge tool.
